Sip是ietf提出的ip网络中的会话初始化协议，对构建ip网络中的会议系统具有重要意义，本文通过对ip网络中会议系统框架及国外sip会议系统研究成果的分析总结，针对目前sip会议框架存在会议规模扩展性差的缺点，提出了一种新的基于sip代理服务器的会议模型，在会议服务器和用户代理之间引入了会议代理的概念，会议代理可以根据会议规模的扩大而动态产生，使得系统具有规模上的扩展性，本文定义了系统的基本逻辑结构，分析了moderator 、会议服务器、会议代理和用户代理等网元的功能组成，并定义了网元之间的基本原语，并通过对sip协议的分析，扩展一种新的sipprox方法，完成sipprox方法的字段分析，并实现了sipprox方法，在此基础上完成了增强特性的sip会议代理。
